IIRC Ben Taylor, BTAS, used to fit another grub screw(s) in the top of the action to stop it turning.

I just removed all traces of oil and reassembled. Never had a problem . I recommend thread lock on retaining bolt as well.

I would remove the grubscrew, stick some nail varnish on a stick down the hole to mark the spot where the grubscrew makes contact with barrel and make a detent in the barrel drilling or filing milling?.

do not modify the action. you cant replace that.

I would dial the barrel in first (make sure It shoots up instead of left or right or down), then mark the spot.
With a dog point or pointed grubscrew I am sure you can lock the barrel this way.
and no harm done to the action.
